I think it takes its origin from hunting birds. You scare them up into the air.
It just seemed like an appropriate phrase for obtaining something under effort, particulary with regard to the mental tricks one tries to play on ones self to get ones lardy arse into the gym.

And no, I've not heard it, but don't forget, I don't watch television or listen to anything other than the British Broadcasting Corporation on the wireless. "Scaring up" seems to me to be from the linguistic school that also brought us "covering off". Bah.
